Handicap International Belgium (HIB) has distributed 1890 helmets to traffic polices on 12 December 2008, with funding supports from the Global Road Safety Partnership and the Belgian Development Cooperation Agency (DGCD) is partly an education through the role model and the enforcement action.
During the distribution, Mr. Jean Francois Michel-Coordinator of Operations of Handicap International Belgium stated the objectives of distributions as follows:
Education through role model: Traffic police are role models on the streets of Cambodia. It would be a key contribution to the success if the traffic police would maintain their image amongst road users by adopting the helmet wearing first. The role model here includes wearing helmets properly, and every time they ride on motorcycle either to work or on private trip.
Enforcement of the helmet wearing law: HIB and GRSP have provided technical and financial support to the MoI and national traffic police to develop an enforcement strategic plan with special focus on high risk behavior, along with practical training on proper helmet wearing enforcement methodologies on December 16 and 17. We fully encourage and support the MoI official decision to enforce the helmet wearing law in Phnom Penh in January 2009 – a critical element to raising helmet rates and reducing head trauma in accidents.
In response, His Excellency Ouk Kim Lek- Deputy Commissioner General of Cambodian National Police suggested all police officers, and also all government staffs to do a role model wearing a helmet whenever, wherever they travel by motorbike.
The helmet enforcement will start in Jan 2009.
